The Fourth Geneva Convention (or GCIV) relates to the protection of civilians during times of war "in the hands" of an enemy and under any occupation by a foreign power. The convention was published on August 12th, 1949, at the end of a conference held in Geneva from April 21st to August 12th, 1949. The convention entered into enforcement on October 21st, 1950. It has been ratified by 194 countries.
